Abstract

The Party and administrative office of a university serves as its comprehensive administrative agency, occupying a pivotal position in connecting higher-level and lower-level units, facilitating inter-departmental communication, and coordinating internal and external affairs; it undertakes fundamental functions such as document processing, conference organization, and general administrative operations. In the current era, the in-depth advancement of the modernization of university governance systems and governance capabilities has imposed higher demands on the Party and administrative offices regarding their political stance, service quality, and operational efficiency. Building upon an analysis of the "three service" functional positioning of university Party and administrative offices and the requirements of the contemporary era, this paper examines existing challenges in these offices—including the insufficient role of advisory support in administrative decision-making, non-standardized document processing procedures, inadequate implementation of supervision and follow-up mechanisms, and the need to enhance the professional capabilities of staff. Furthermore, the paper proposes optimization strategies—such as emphasizing political leadership, focusing on core responsibilities and primary functions, adhering to institutional standards, and strengthening team development—aiming to provide a reference for improving the quality of work within university Party and administrative offices.
