This article reviews and constructs a theoretical analysis framework for new-quality productive forces, elucidating their inherent connotations from the perspectives of laborers, production factors, and technological innovation. By utilizing panel data from 30 provinces in China spanning from 2012 to 2022, this study employs the entropy method for comprehensive measurement and combines methods such as the Dagum Gini coefficient to empirically analyze the current development status of new-quality productive forces across provinces. The results indicate that the overall new-quality productive forces in China's provinces are showing a positive upward trend, yet regional development disparities are prominent, with the eastern region leading and the western region lagging behind. Additionally, none of the four major regions exhibit a convergence trend, and the development gap between regions continues to widen. Based on this, this article suggests that policymaking should be grounded in the regional differentiation characteristics of new-quality productive forces, strengthen regional innovation collaboration, implement tailored green energy development plans, fully leverage the empowering role of new-quality productive forces, and provide decision-making references for China's green energy transition and high-quality economic development.
