As a processed form that allows visually impaired and hearing-impaired people to perceive audiovisual art "without barriers", accessible films are a powerful practice of cultural equality. The author attempts to explore the difficulties in the popularization of accessible films in the context of reality from the cognitive, creative, and institutional levels. Based on the analysis of the above obstacles, innovative promotion strategies are proposed to promote cultural equity and protect the cultural rights of visually impaired and hearing-impaired people.
